Debating the Trudeau carbon pricing strategy

Dr. Douglas Macdonald, Senior Lecturer at the School of the Environment says that Prime Minister Justin Trudeau's proposed federal minimum carbon tax plan cannot by itself meet the Paris target, while at the same time makes working with the provinces, whose actions are essential, that much more difficult - thus putting the Paris target even further out of reach. Macdonald is an authority on climate-change policy and carbon pricing and was among a group of experts at the University of Toronto asked by U of T News to analyse the national plan to be imposed on provinces if they don't implement one of their own by 2018.
